Why is a site blocked on your network?
A network blocks websites to enforce a policy: to keep out certain categories, to save bandwidth, to cut security risk, or to honor licensing that limits a site to some regions. The block lives on the network you are using, a workplace, public Wi-Fi, or an ISP, not on the site itself. A web proxy can reach a public site the network blocks by fetching it from elsewhere.
Hitting a blocked site on a network you do not control is an ordinary frustration. What makes a network block a website?

On public Wi-Fi it is whoever owns the venue, often with an off-the-shelf filter. At home or across a country it can be the ISP, sometimes on its own and sometimes because a regulator required it.
A school network is another common example: a filter on the Wi-Fi decides which sites the devices on it can reach. In every case the pattern is the same. The site works fine somewhere else; the network in front of you is the thing saying no.

How does a web proxy reach a blocked site?
If the block is on the network and not on the site, the way around it is to reach the site from somewhere the block does not apply. That is what a web proxy does, and it is the browser-tab form of a proxy server. You open the proxy, paste a link, and it fetches the site over its own connection, then serves the page back to you. Your network sees a connection to the proxy, not a request heading for the blocked site.

Which blocks can a web proxy not help with?

Does a blocked site mean the site is banned or illegal?
No. A block is a local policy choice, not a verdict on the site. A network can block a perfectly ordinary site, a news outlet, a social network, a video platform, simply because its policy says so on that connection.
